Who We Are
Hopelink is the fiscal agent for the King County Mobility Coalition and 4 sub-regional Mobility Coalitions. Hopelink’s Mobility Management Team empowers people to improve quality of life by facilitating access to their communities and essential services. We work to remove barriers and make it easier for all people to get around King County through innovative and collaborative problem-solving. We do this by
(1) building cross-sector partnerships to improve transportation services for underserved populations and non-drivers
(2) providing travel education and resources for riders and agencies to build awareness of existing transportation options and limitations

Meet the King County Mobility Coalition Co-Chairs
Antoinette Smith, MSW (she/ella) (2025-2027)
Antoinette has worked for the City of Kirkland, as one of four Human Services Coordinators, since 2021. Her position focuses on equity which includes outreach and relationship building in the Kirkland community. Her work also supports the Kirkland Human Services Commission, a group of eight community volunteers that help develop recommendations for Human Services Grant funding every biennium. Prior to working at the City of Kirkland, Antoinette went back to college after transitioning out of a more than decade long career as a Registered Nurse working in long-term care and Hospice. She graduated magna cum laude with her bachelor’s degree in health studies from University of Washington (UW), Bothell and then earned her master’s in social work (MSW) from the UW, School of Social Work in 2021. Additionally, Antoinette holds a certificate in Nonprofit Management from the Evan’s School of Public Policy & Governance at UW. In her spare time, Antoinette and her husband enjoy traveling with their dog, Precious. Now an empty-nester with some extra time, Antoinette has taken up watercolor painting as a hobby.
Lorrie Alfonsi (2024-2026)
Lorrie has been with Metro Accessible Services since 2009 when she was hired as a TLT Transportation Planner. Prior to Metro, Lorrie worked with Public Health for 5 years and has been with King County for 20 years! Lorrie is also a trained facilitator and has been a trainer with the King County Equity and Social Justice (ESJ) team. Lorrie has an Masters in Social Work with a background as a clinical therapist and uses her other skills in her position as a Transportation Planner. She is responsible for many operational reporting and tracking of Key Performance Indicators (KPIs) to analyze trends that impact the Access rider. She is a strong supporter of the Contracted Section staff and the work of ESJ within the team. Lorrie is an avid tennis player and golfer. She has a wonderful poochie, Kalea, who has kept her busy! And she can tell you jokes non-stop for up to 3 hours!
Aaron Morrow (2023 - 2025)
Aaron Morrow is an integral part of our King County Mobility Coalition. For over 11 years, he has continued to work tirelessly as an inclusionary mobility and policy advocate. Aaron champions broad-scale programs, including Find a Ride, with the goal of empowering those who feel marginalized, using his amplified voice through activism and grant procurement. Additionally, Aaron is a member of the American Public Transportation Association (APTA) and many other inclusionary advisory boards throughout Western Washington.

As Director of Mobility Management for Hopelink, Staci provides strategic staff support for the King County Mobility Coalition and subcommittees. she firmly believes in the power of collaborative work and BoRPSAT - a "bunch of right people sitting around a table".
Sara Sisco , Senior Manager - Education & Outreach

Sara manages Hopelink's Mobility Education and Outreach programs, including Public Transit Orientations and resource tabling events provided by subregional Coordinators. Her programs offer sustainable, consistent opportunities for partners and stakeholders to bring personalized education and mobility resources to their organizations and communities.

Heather Clark, Program Manager - Coalitions

Heather manages the coalition work on the mobility team, focusing on bringing partners together from across sectors to work toward a more coordinated transportation network in the region. She is eager to connect and learn from others about how transportation intersects with their work, experiences, and daily life. She believes that mobility is a right and works with partners to make that a reality.

Sandy Phan , Program Manager - Community Transportation Navigators

Sandy oversees the Community Transportation Navigators program, a peer-to-peer approach providing trusted transportation information and outreach education to hard-to-reach communities, encouraging community champions to utilize their networks to ensure local communities receive culturally inclusive information and resources.

Mackenzie manages King County Metro’s Community Van program through Hopelink in Redmond, Sammamish, Tukwila, Shoreline/LFP, and Snoqualmie Valley, increasing residents’ access to their community and local resources and services when bus services can’t meet their needs.

Dean Sydnor, Program Manager - Find a Ride

With a background in Non-Emergency Medical Transportation and political organizing, Dean Sydnor has served as the Program Supervisor for the emergency-oriented Regional Alliance for Resilient And Equitable Transportation (RARET) for over half a decade as part of the Hopelink Mobility team. During this time, he built and maintained partnerships across Snohomish, King, and Pierce counties in his coalition work, annual regional tabletop exercises, and project stewardship of the Emergency Transportation Provider Network (ETPN). He is eager to leverage this experience along with a passion for accessibility and transportation in his role as the Program Manager of Find a Ride.

Grace Georgitsis, Program Supervisor - Find a Ride

Grace grew up in the Puget Sound Region and graduated from the University of Washington with a B.A. in Environmental Studies. She gained a year of experience with Hopelink Mobility as the South King County Mobility Coordinator before being promoted to the Find a Ride Program Supervisor of Partnerships and Engagement. In this time she has become very familiar with the region's transportation network. She is looking forward to bringing this experience to her work with Find a Ride and continuing to form connections throughout the region.

Lyn supervises projects and initiatives throughout King County and supports the work of the subregional coalitions. She has a passion for community involvement and strives to build strong partnerships with stakeholders across the Puget Sound region. As a Snoqualmie Valley resident, Lyn has a special interest in raising awareness of the unique transportation needs and challenges rural communities face.

Chitra Subramanian, Mobility Specialist, Community Van

As a user of mass transit, Chitra understands the importance of offering solutions when traditional transit options are hard to access. She is excited to coordinate King County Metro's Community Van program, a personalized transit option for people who need it. Chitra has experience working with other non-profits in the region, including programs that assist people experiencing homelessness.

Stephanie Fahey-Miller, Volunteer Coordinator, Community Van

Stephanie coordinates volunteers for the King County Metro's Community Van program through Hopelink in Redmond, Sammamish, Tukwila, Shoreline/Lake Forest Park and the Snoqualmie Valley. Maintaining a team of generous volunteer drivers helps increase residents' access to their communities, local resources and services when bus routes can't meet their needs.

Nicole Ross, Snoqualmie Valley Mobility Coordinator
Nicole is excited to take on the role of Mobility Coordinator for the Snoqualmie Valley. She has a background in education where her favorite part of being a teacher was helping her students make meaningful connections to their community. She is looking forward to using that skill set to help Snoqualmie Valley residents feel more connected to the community by educating about the transportation resources currently available and advocating for resources that are still needed. In her free time, she loves cooking, reading, and spending as much time as possible with her family, preferably on the water!
Erin Funk, Eastside Mobility Coordinator

Erin Funk brings a background in public health and emergency management to her role as Eastside Mobility Coordinator. Through her experience in disaster management, she has witnessed how limited access to transportation impacts individuals in both daily life and critical situations. Erin is dedicated to ensuring community members have reliable transportation by working with stakeholders to expand mobility options on the Eastside and educating the public on available resources. Motivated by personal experience supporting family members with transportation challenges, she is passionate about making mobility accessible to all.
Ysabel Yu, North King County Mobility Coordinator

Ysabel's background is in civil engineering. She conducted research at the University of Washington on active transportation and equitable pedestrian infrastructure. In her free time, she loves to run, which is one of the reasons why having accessible built environments is so important to her.

Rozalia Novikova, Greater King County Mobility Specialist

Roz is dedicated to making a positive impact within her community. Through Roz's position, she leverages partnerships with social service organizations, governmental agencies, and community transportation providers to expand outreach efforts across King County. Roz equips partners with resources to help underserved communities connect to mobility options. Additionally, she staffs the Mobility Transportation Resources Line, providing personalized counseling and referrals to individuals needing transportation guidance.
